Instead of Hubspot records syncing to existing contact records based on email match, can we force the creation of a new contact in Salesforce as Lead everytime the record meets the criteria of our inclusion list.

You can not do this with HubSpot’s native salesforce connector, but it can be done with certain third party integrations/platforms.
We did this previously by creating a custom de-dupe email feild on the SF contact object and pointing the sync at that instead of the default one.
