We need to set up a test domain for our new website and want all pages to not be indexed.
What is te best way forward to action this without having to do this at page level?

@willchc The easiest and simplest option is to use the included staging domain (hs-sites):
Otherwise, you can connect your chosen domain, then under Content > Pages, on the SEO & Crawlers tab, click the dropdown at the top to select that domain only:
and then update the robots.txt below to add the disallow with the wildcard for the whole domain.
From there you can also add the no-index tag in the Site Head HTML (make sure you also change the dropdown to only the domain you want to use for staging):
