How can we add general T&C in the quote? I can only see global terms per line item but it is not what we need.

In the second step of creating a quote (after selecting the deal), you should see a field for Purchase terms:
This would be the best place for terms and conditions. If you want optimize this step, you could use prewritten bits of texts by clicking on the Snippets icon on the lower right of the box.
