How do I restore deleted deals in HubSpot?

I’m trying to restore deleted deals from the last 90 days, but I can’t access the “Restore records” tool anywhere in my portal.
On the Contacts index page my toolbar only shows: Table view, Edit columns, Filter, Sort, Export, trash icon, Save, and a second row with Contact owner, Create date, Last activity date, More, Clear all, Advanced filters.
There is no “Actions” menu and nothing under “More” lets me open Restore records.
I’m a Super Admin with full CRM permissions. Can someone from HubSpot confirm where the restore tool should be in my UI, or whether it’s available for my portal and help me get to it?
