Macros are a pretty standard element for a service environment, and help with efficiency so I was shocked to see that hubspot doesn’t offer any folder organization for macros. Does hubspot have any plans to allow users to organize their macros by topic for agents

Macros are a fairly new feature in Service Hub, so I think there’s a good chance the product team might have this on their roadmap. But no, typically HubSpot doesn’t disclose exact plans for individual features.
