How can I share or print a project’s associated tasks—including complete, formatted task notes—as one implementation plan, without exporting and filtering unrelated tasks or duplicating the content? A simple PDF would do!

HubSpot doesn’t have strong printing capabilities - there are few features which generate ready to print PDFs in HubSpot, it’s more an exception than the rule (e. g. PDF of a marketing email, PDF of a reporting dashboard).
If you want to get all tasks from a project, the best option in my opinion is to navigate to Menu > CRM > Tasks, set a “Filter by associated object” under “Advanced filters”, then specify your project. You can then customize your columns in this view before exporting it.
This would give you an Excel file that you could further (manually) format to your desire.
If you want a “Print project tasks” feature, you would have to request this from the product team here: HubSpot Ideas - HubSpot Community

Adding to what Karsten said: a custom report can work nicely here if you want something shareable and always up to date. Go to Reporting > Reports > Create report > Custom report builder, pick Tasks as the data source, and filter by the associated project. You can add the task notes column and share the dashboard with whoever needs it, no manual Excel formatting needed.
