As far as I know, if you’re connecting an inbox it calendar, this is referring to the inbox or calendar you’re currently connecting, not those of all users.
If you have follow-up questions, please specify what exactly you’re connecting (shared inbox, personal email, calendar).

These permission request not for user. It’s for hubspot sales app to access to whole organization.
@NBuslaev I can’t help without knowing what exactly is being connected. There is no such thing as generally connecting a sales app or connecting sales hub. Inboxes and calendars can be connected and apps like Team installed. The context matters here. If this is due to a feature being granted to all users in HubSpot, that would explain the requested access rights.

As I understand if Azure Enterprise app permission can be configured with
Admin consent and User consent
And admin consent allows access to all mailboxes
