The cookies are “first party” cookies so you should be able to build a Drag and Drop Module that fishes for the Cookie and shows a message (or not) based on the Cookie Data.
While I haven’t done it with HubSpot I’ve done similar things with other sites… should be reasonably easy.
But, then I am a HubSpot Geek.
