The issue with these records is going to be duplication. Without an email address, HubSpot is not going to be able to deduplicate new contacts against those existing ones - either when they convert on your website or are created manually in the CRM.
Here are two approachs you can take to managing the data going forward:
- Make regular use of HubSpot’s duplicate management tool - this will identify potentially duplicate contacts based on First Name, Last Name, Email address, IP country, Phone number, Zip Code, and Company Name propreties, allowing you to merge them into one
- Use a ‘unique value required’ custom contact property - if users are manually creating contacts that may duplicate existing ones, you could import/migrate a unique value into a custom property that they are also required to enter at contact creation. If they enter the same value as an existing contact, they will be prevented from creating it
