The option to exclude contacts in CC from email logging is available in the HubSpot Sales Chrome extension: see this ideas post for more information. With the Outlook Sales add-in, you can choose the recipients’ associated records where you’d like the email to log before sending.
I’ll double check, but I believe there’s currently no way to set this globally for all users. You could, however, exclude recipients from CRM email logging by adding them to the account’s Never Log list.
