Give View-Only Seat Access to Quote-based Reports

TL;DR

View‑Only seats currently cannot see any quote‑based reports or dashboards, even in strictly read‑only contexts like exec dashboards or TV displays. Quote data is locked behind Commerce permissions that aren’t available to View‑Only seats. Please add a read‑only way for View‑Only users to view quote‑based reporting.

What’s happening

We use View‑Only seats for passive visibility use cases like:

  • Office / TV dashboards
  • Leadership reporting
  • Stakeholders who should not edit data

This works well overall — except for one major gap:

Any report that uses Quotes as a data source is unreadable for View‑Only seats.

Common examples:

  • Count of published quotes
  • Quotes sent last month
  • Quotes by sender or team

Instead of showing data, View‑Only users see errors like “You cannot view this data” or a blank chart, even though the same report works fine for Core or Sales seats.

Why this happens (as far as I can tell)

Quotes are now gated behind Commerce permissions, and the only permission that enables quote visibility for reporting is “Manage quote templates.”

That permission:

  • Cannot be enabled for View‑Only seats
  • Grants far more access than is needed for simple reporting
  • Has no read‑only equivalent

As a result, View‑Only users can:

  • View dashboards :white_check_mark:
  • View reports :white_check_mark:
  • View deals :white_check_mark:

…but still cannot view quote‑based reports at all. :sad_but_relieved_face:

Why this is a problem

Quotes are a core sales metric, so this forces us into less than ideal choices:

  • Remove quote metrics from shared dashboards
  • Pay for a Core/Sales seat just to power a TV screen
  • Leave a fully‑permissioned user logged into a display (security risk)

None of these align well with HubSpot’s goals around View‑Only seats, cost control, or security.

Suggested fix

Introduce a read‑only quote visibility permission, for example:

  • :white_check_mark:Enables quote data in reports and dashboards
  • :cross_mark:Does not allow creating, editing, approving, or managing quotes

This would let View‑Only seats do what they’re meant to do: consume reporting safely, without requiring unnecessary paid seats or elevated access.

This change would make View‑Only seats far more practical for dashboards and leadership visibility and reduce friction introduced by the new seat model.
