Can we get notified while creating a new contact that we already have a contact with the same name?
Sometimes contacts register to outr system once with their work domain and once with their personal email and we want the option to see if we have contacts with the same name (not email or company domain) so we can prevent more duplicates.

This is unfortunately not possible at this stage. As you already mentioned, HubSpot will only let you know if a contact exists under the same email address – not if a contact exists under the same first and last name. These contacts would only show up in the deduplication tool (Professional and Enterprise only). There aren’t any additional options.
This is a perfectly valid request, I agree that this would be a useful feature. You could submit this to the HubSpot Ideas section of the community, I haven’t found any similar request. The product team reviews these submissions based on popularity.

We don’t receive as such any notification when a contact is added again. When you add a contact twice, it creates duplicates that you can manage with Deduplicate tool in HubSpot. If teh contact has used the different email id, with merging the contact you can merge the two contacts and te sec email address will be added as secondary address.
Deduplicatuon tool: Contacts > Actions > Manage Dulicates
