Unless I am mistaken this is default name of the HubSpot form which you haven’t changed.
When you create a form HubSpot creates it with the following default name “New form (April 4, 2024 12:19:38 PM CEST)” - see screenshot.
What you are seeing in your emails is the name of the form which has not been updated from the default, it is not the time at which the form submission happened.
