Form Resubmission task creation

We currently have a Hubspot form on our website contact page. When completed a new contact is create in hubspot and a Task is created for a member of our sales team to contact them.

This all works well.

Our issue is when the customer returns to our website in 12 months time and re submitts their contact details through the website form a new task is not created as their is already a contact.

Any ideas on how to get a task created for a resubmisson of the contact form?

Am I right in assuming the task creation is done via a workflow? You simply have to allow re-enrolment for the workflow trigger in order for that to happen.
