Flexible redirects with parameter for homepage

Hi peeps, we are getting spammed on some pages with bad parameters and i would like to find a solution for the HS CMS. Checked the docs and have more redirects already but this one gives me headaches. Thanks for helping me out.

Examples:

/foo/?v%3Aproject=xyz&query=spamnwebsite.com
/?v%3Aproject=xyz&query=spamnwebsite.com

1) Idea 1: non existing parameters deliver a 404 / 410

1 ) Idea 2: redirect the following pattern:
domain.com/?=whatever

domain.com/foo/?=whatever

domain.com

1. What exactly is causing the spam on the pages?
2. Can you clarify the desired outcome for the redirects - should they lead to a 404 or 410 error, or should they redirect to a specific page or the homepage?
