This is an extremely large oversight and missing feature from Hubspot. Creating a file type field should present the option to upload a file, regardless of where the field is displayed.
The attachments section gets easily cluttered by email attachments (think signature images), and it makes it extremely difficult to know if a necessary file has been uploaded (for example, a signed contract document or a PSM/CSM success plan).
