Some companies work with external IT Admins or have internal teams who should manage the users in all systems (especially for On- and Offboarding).
In HubSpot, these users should have the ability to create & manage users in HubSpot, incl. (re-)assigning Permission Sets, WITHOUT having to have all permissions in HubSpot (i.e. they should not be Super-Admins nor have any access apart from User Management).
At the moment, they do need to have the permission(s) matching the set toggled on, otherwise they can not assign the specific permission set.
