Embedded form not loading for VPN users

Hi, we embed Hubspot forms into our pages, like this one

However, for website users who are visiting whilst using a VPN, they are not seeing the form, instead just a loading message, per this:

Checking more information does the VPN blocks cookies? When the cookies are declined, then your website is blocking the HubSpot tracking code from loading and this blocks the form too. I would recommend checking with your website developer so they can check your cookies policy and what is being blocked by this.

I see it’s been a while since you’ve posted, but I’m curious—has anyone found a good workaround for users on strict VPNs still not seeing the embedded forms? I’m wondering if using a simple iframe from a public-facing landing page works better than embedding the form directly. Also, does switching CDN regions in HubSpot settings make any difference for loading scripts behind VPNs?

I’d like to ask some clarifying questions:
1. Can you specify the VPN providers or types of VPNs (corporate, browser-based, etc.) where the form fails to load?
2. Are users seeing an error message, blank space, or any other specific behavior when the form doesn’t load? Could you provide a screenshot (without sensitive information) or the browser console error, if possible?
3. Is the issue consistent across all browsers and devices, or does it only occur in certain ones?
4. Have you tested both embedding the form directly versus using an iframe to a landing page? If so, is there any difference in how the form loads for VPN users?
5. Are there any firewall or content security policies (CSP) implemented on your website or corporate network that might block third-party scripts?
6. Do you have any ad blockers, tracker blockers, or privacy extensions enabled when the issue occurs?
7. Does the problem persist if you use the raw HTML embed version of the form instead of the JavaScript-powered embed?
8. Are other HubSpot features (like chat widgets or analytics scripts) loading properly for VPN users, or is it only the forms that are affected?
