I would suggest you to configure a HubSpot dynamic list to add Contacts when their Birthdate Month and Day are in 7 days. And then try to use Zapier digest you can take refrence from here - Compile data in a digest in Zap workflows – Zapier

How can you filter by Birthdate Month and Day? Hubspot only has a Birthday property, which includes the year. Hubspot doesn’t recognize an upcoming birthday when the year is in the past.

Good news, there is a new product update which makes this easier. You would create a list of contacts whose birthday is less than 0 days ago (that would return contacts where the date is between last midnight and now), and could then use this list for enrollment in a workflow that sends an automated email.

What is it?
Customers can now create filters for recurring events, such as birthdays and anniversaries, using date properties that do not require a specific year.Why does it matter?
Previously, filtering by anniversary dates was complex. Customers often had to create a calculated property for the necessary date, serving as a workaround to identify anniversaries or birthdays.This method was cumbersome, did not scale effectively with changes in date properties, and frequently resulted in errors. As a result, the ability to create anniversary date filters directly simplifies the process, making it both efficient and user-friendly.
How does it work?
Previously, generating a list to email contacts about subscription renewals after one year of using your product or service was not feasible.Now, with anniversary filters, you can effortlessly create these lists by selecting your date property, choosing the appropriate operator, and selecting either “exact anniversary date” or “relative date anniversary” based on the chosen operator.
Note: The available operators that support anniversaries are “is between,” “is not between,” and “is less than X days ago/from now.”
When you select the “is between” operator and apply the “exact anniversary date” filter, here’s what you can expect your resulting list to include:
For example, if the anniversary date of joining falls between January 1st and March 31st, the resulting list will consist of all contacts whose joining date is within this range for any year up to and including the current year. Both January 1st and March 31st are included in the results
Note: All results will contain records with dates of February 29th if present (only if February 28th is present) agnostic of whether the current year is a leap year or not.

Alternatively, you can also set up a workflow to recur annually (see the enrollment options) based on the birthday property – and send you an internal notification. This option has existed for a while now.
