can someone tell me why, when receiving the e-mail via outlook, on one laptop the background with waves appears correctly on an another one there are no waves
Outlook is fickle. Are each laptop using the same version? Same OS?
What is your markup for the email template?

@GLenz Outlook doesn’t support backgrounds. You would need to use VML to make it work on Outlook but even that can be fickle. There’s a ‘bulletproof background’ generator that will output code for you for such - https://backgrounds.cm/
