We want to use user properties across the whole organization. Please do not restrict them to enterprise seats only.
There are employees that will never have paid seats but still need a custom property.
This would prevent us from using user properties altogether
This definitely needs to be changed. We have a use case to add our unique employee ID provided by our company to each user record and we are currently unable to do so due to the enterprise seat limitation. If you pay for enterprise level seats, you should be able to update custom properties on all users
