If I purge all my unsubscribed contacts to lower my contact count and then one of them fills out a form, will there unsubscribe show up on their new record?

Yes, HubSpot will “remember” that a contact unsubscribed from all email even if their record was deleted. When you re-add the contact, their record will still reflect this, see an example of a previously deleted contact below:
