I may want to restrict so sales people can only see the “Deals” where they are assigned ownership. Does assigning ownership restrict others from seeing those deals? If not, is there a way to do that?

All sales rep will need their permissions limited to only view and edit deals that they own.
If you have an Enterprise subscription you can create permission sets for sales reps, otherwise you will have to manually set this for each sales user.
