The issue you’re probably running into is that with the option “Show deals that have gone through all stages”, HubSpot is excluding deals from the report that have skipped a stage.
You would either have to change that report setting from “all” to “any” and/or make sure that deals go through all stages, not skipping any.
(HubSpot can only calculate the conversion rate between stages if a deal was actually in that stage. If a deal skips a stage, HubSpot will exclude that deal as it can’t calculate a conversion rate from/to a stage that a deal was never in.)
