Is there a way to create a report to see deleted deals / weeks and/or users?

As far as I know this is not possible. Reports only pull in records that are not deleted.
To get an overview of deletion activity, you would have to manually check the restoring section: https://knowledge.hubspot.com/contacts/restore-deleted-contacts-companies-deals-or-tickets
