CTA Trigger - Add # of Site Visits as Tigger

I’d like to be able to show a CTA to blog visitors who are not yet customers and have visited the site, or specific page, more than a specific number of times (higher intent). I would also further like to be able to refine this trigger criteria by adding the source of the visitor, such as organic search.
