If I have created a CTA that is location specific (e.g. United Kingdom, Italy, France) is that location pulled from the contacts exsisting contact profile or from their IP location? I mean if they are in our system and have accepted cookies we will know where they are, but if they are new or haven’t accepted our cookies will the popup show to someone it shouldnt?

Can you share a screenshot so I can see what setting you are referring to? Is it this one?
My gut feeling would be that this based on IP country - and should cover contacts in the CRM and unknown visitors. I couln’t find anything conclusive in the existing documentation. Seeing that you have an Enterprise subscription, I would recommend logging a ticket with HubSpot support asking for clarification and also gently nudge them to expand the documentation of this KB article.
