Creating team goal where multiple teams will contribute to the goal

We have 4 primary lines of business that we want to set sales targets for. These targets are not meant to be a sum of individual goals that we also plan to create for indiv sales folks. Our deals are aligned to a pipeline for each of those 4 business lines and our sales reps all are assigned to a primary team that aligns to those 4 lines of business. However, there will be times that a rep in BL1(biz line 1) will have access and sell deals that are in pipeline BL2 even though that is not their primary focus.

My question is that in the case of the BL2 that will have both BL1 and BL2 teams that will contribute to the BL2 target, looks like I have to add all teams that have BL2 sellers to the target in order to capture all the sales for that BL2 throughout the year, correct? Is there a better way - in this particular use case, it will be 5 teams x quarterly targets creating 20 line items just against this one goal.
