The goal guage report/graphic doesn’t refresh in dashboards often. I tried to re-create but can’t seem to create a % to goal report with graphic. Has anyone been able to do that, either as metric, table, or guage?

I’m not following - what exactly did you try here? Custom reports follow the same refresh rate (see above), so pivoting to a different chart type wouldn’t change anything.

@TeeTech please be careful to not share misinformation - the gauge report does support % out of the box:
Please also keep in mind that calculated properties perform contact-level math, they cannot solve the issue of a report refresh rate across contacts.
That’s why I have been told by HubSpot. I’ve tried to build as calculated property but can’t seem to figure out how to build the field for the total annual goal.
