We are looking to create a ticketing system becasue we need a consistent and trackable method of submitting approving and prioritizing marketing requests so that they can be reviewed and approved effciently
I’ve done it but not in Hubspot. The Hubspot ticketing system is intended for customers and if you mix internal and external data it usually complicates things. I’ve typically done this in project management tools like clickup, asana, etc.
This can be done with HubSpot but, as @Ben_M mentioned, it’s not exactly what HubSpot is designed for. Still, it’s possible to make it work – especially if you want to save on subscription costs for another tool.
The way you would approach this in HubSpot is that you set up a website form that creates tickets, you can find the instructions here:
In this form, you would add custom ticket properties for anything you’d like to triage and sort the tickets by: urgency, request category, deadline etc.
You could then set up filtered views on the ticket index page (Menu > Service > Tickets) to review incoming tickets.

In my opinion it’s crucial that you completely separate these tickets from actual customer tickets – by creating separate pipeline.
HubSpot attempts to track and associate activities wherever it can. Internal ticket management should not involve any email sending because things can get messy really easily. Communication on tickets should be managed entirely through mentioning users in ticket notes.
If subscription costs are not a concern, I would always recommend going with an actual project management tool like ClickUp, Asana etc. For someone setting up the process above it might be intuitive but other tools are way less distracting. They also offer tools or integrations to create tickets from incoming form submissions.
