Currently, all contacts used in list creation/marketing email send are automatically added to your CRM in your total contact count by default. It would be great if we had the option to import lists of contacts without those contacts being added to the ‘all contacts’ section.

Not sure I understand the thinking here. Importing contacts will always add them your CRM - it is the definition of an import.
They will therefore be addd to and counted in the CRM and show up in the “all contacts” section.

You can import them as Non-Marketing contacts and the do not count towards the contacts that you pay for, not will any marketing emails be sent to them (automatically). Additionally you can create different views to not include them when you are view contacts.
