Is it possible to create a button here ? (for example, to start a new process in my SaaS doing some stuff)
and here as a new tab to show specific timeline events ?

Currently there’s not a way to add a custom menu item/button on your HubSpot account and the screenshots you attached are the default for all accounts. But if you check it app HubSpot Marketplace they could add a button in CRM Contact detail view.
I searched all the documentation, but unfortunately, I didn’t find any reference for it.
