I am trying to migrate one of our legacy public apps to 2026.03.
When I run hs app migrate, the app I want to migrate shows the following:
unmigratableReason: 'UNLISTED_APP_OVER_PRIVATE_INSTALL_LIMIT', isMigratable: false
This is our private app that we don’t tend to list it op in Marketplace, so we distributed it privately. I understood that we couldn’t migrate it due to too many private install. I have some question need to have answer from you guys expert
- Are there anyway to overcome this except for asking all client to uninstall it? Because it’s impossible for us to ask them to uninstall this app.
- We couldn’t see exact number of installed account in our legacy app Monitoring section, but from our own management, there are around 30 HubSpot portal that install our private app.
- From document, I saw that we only can install maximum 10 accounts with OAuth based distribution in normal developer account (100 for Solution Partner). We’re just normal developer accounts but our app could be still installed in more than 30 portals? What is the reason?
Please guide us for the next actions that we could do to be able to migrate this legacy package.

The UNLISTED_APP_OVER_PRIVATE_INSTALL_LIMIT error means your legacy public app has too many installs to migrate as a privately distributed app (limit: 10 for standard developer accounts, 100 for Solution Partners).
And regarding the question, “Why could your app exceed 30 installs if the limit is 10?”: The 10/100 install limits were introduced on September 22, 2025 and only apply to new or migrated apps on the new developer platform. Your legacy public app was created before these limits existed, so it accumulated installs without restriction. The limit only kicks in at migration time.
So, I’d suggest that you check this option " HubSpot Marketplace | Listing your app - HubSpot docs " that can help. Once your app listed/approved, the install cap is removed.
In the meantime, let me check internally if there is something else we can do for this.
