I have not encountered any technical roadblocks as I have not attempted to instal the push notifications yet. I have been told by HubSpot support that a HubSpot hosted website can NOT have push notifications. Copy of my corresondence:

Is your website hosted on HubSpot? Wix and WordPress are separate platforms from HubSpot.
From looking into this, there isn’t a current functionality within HubSpot that would allow the creation of push notifications on websites hosted on HubSpot. I was able to find a post on our community forum for others attempting to set up the same thing, I’d recommend looking through this here. If you have further questions on other tools that others have used to accomplish this, that thread will be your best resource to get in touch with other HubSpotters who are looking for the same kind of workaround from our development team.
