my contacts records number is nearly 3400 but now it decreased to 2400. In other words my contacts have been omitted systematically .
Is there any limitation to adding records or contacts number in Hub Spot? or Is it a privacy error in the system of software?

Where exactly in the tool are you noting these numbers? Could you confirm that you’re looking at an unfiltered view? (The “More filters” link on the contact index page under Menu > Contacts > Contacts should be empty and not have a blue background.)
In general, HubSpot does not automatically delete contacts, however, HubSpot deduplicates contacts automatically by email address, see here: https://knowledge.hubspot.com/crm-setup/deduplication-of-contacts-companies-deals-tickets#automatic-deduplication-in-hubspot
