Changes to Marketplace submission flow: how active installs are determined

What’s changing?

The active install requirements for Marketplace submissions are not changing. Starting August 19, 2026 the Marketplace submission flow will enforce the existing eligibility requirements based on active installs (not total installs) before you can submit an app for review.

Active install requirements

  • 3 active installs to submit an app listing

  • 60 active installs to submit an app for certification or recertification

What counts as an active install?

An active install must be associated with an actual customer account that has generated qualifying app activity in the last 30 days.

To count toward the requirement, the activity must be successful (2xx). Activity that returns 4xx or 5xx responses doesn’t count.

The following account types do not qualify:

  • Developer accounts

  • Testing accounts

  • Sandboxes

  • Accounts your team owns, including free accounts

How to check your active installs

For apps built with Projects, go to Development > Monitoring.

For legacy apps, go to Development > Legacy Apps > Monitoring.

Set the timeframe to the last 30 days and review the activity for qualifying customer accounts and successful 2xx responses.

Note: consider migrating legacy apps prior to submitting. Apps using legacy apps will be rejected for new listings starting November 2, 2026 (more on the App Listing and App Certification Requirement Updates here)

What this means for existing Marketplace apps

Apps that are already listed in the Marketplace may be blocked from resubmission if they fall below 3 active installs. The requirement itself is not new; the updated submission flow will now prevent submission when the requirement is not met.
