Hello, I am wondering if you can set up a workflow to automatically add users to a list.
Example: A user on our website starts to fill in a form → Adds them to a workflow → they then get added to a list

Yes, you can either create list that filters specifically for form submission (when adding a list filter, scroll down to 'Form submissions). This would be an active list:
Alternatively, you can manually add contacts to a list via workflow via the ‘Add to static list’ action in workflows:
