Our client wanted to upload a CSV of products to a Deal to associate a large number of line items without manually selecting each and adding them to the Deal.

This does sound like it would help people that sell many singular items and do pre-costing in a different area.

This! We have customer, whose prices with recurring revenue products are rising and the only way to do this (and use reporting still) is to change the line items. There are more than 150 deals so the manual work or coding with API is no option.
