I am looking to publish two customer-specific CTAs (likely one banner and one pop-up/slide-in), but I don’t want them both to show at the same time and overwhelm users on our site. I can’t find an easy way to do this and set priority levels/make CTA 2 show up only after a customer has already clicked CTA 1.

I did see this as an idea recommendation ([here](https://community.hubspot.com/t/priority-for-pop-up-ctas/93168)), so it looks like there’s still no native functionality, but I was wondering if anyone had any workarounds they’ve used to achieve more or less the same result. Thank you!

Hey @GMcClure,

Welcome back, and great question! Managing CTA sequencing and priority is something a lot of folks have tried to solve creatively. While native priority/sequencing between CTAs isn’t available yet (and the Ideas post you linked is a great one to upvote!), here is a thread that may be able to spark some ideas:

> [@Popup HubSpot form on CTA click](https://community.hubspot.com/t/popup-hubspot-form-on-cta-click/9404):

> Hi, I need to load a hubspot form as a popup upon a CTA click. The objective is to seek GDPR consent when a user submits a signup form. I dont want to include all the GDPR consent text on the webpage as it will make the form very bulky hence we want to popup the GDPR consent form when a user clicks a button. I understand button click trigger is not possible with lead flows. Is there any other way we can do this

Also tagging in some community members who may have tackled this before!

Hey @Anton, @Alex_Boissonneault, @josh – have you ever seen a way to achieve the desired behavior here?

Thanks!

Hi @GMcClure,

Have tried working with segment membership in the Targeting tab?

 ![image](https://d2qpr2jzcazej7.cloudfront.net/original/3X/8/a/8abf54ae46136ead02fdfff6a791b1bd79386134.png)

You could create a segment of contacts that created CTA 1 and another segment of contacts who are not a member of the first segment. CTA 1 could be shown to the latter, CTA 2 to the former.

Best regards

Hey @stassey, thanks for pulling me in!

@GMcClure As much as i know/updated. you’re right that there’s still no native “priority/order” setting for CTAs (worth upvoting that Idea), but the good news is the exact behavior you want is actually doable natively, no code required.

The trick is CTA 2’s **targeting rules**. When you set its audience to _Filtered visitors_, HubSpot lets you filter on prior CTA interaction (it’s cookie-based under the hood, but fully built in). So:

1. **Banner (CTA 1)** \> publish to all visitors as normal.
2. **Pop-up (CTA 2)** \> set audience to _Filtered visitors_ and add the rule that the visitor has **already clicked CTA 1**. Now it’s impossible for it to fire before CTA 1 is engaged, that gives you both the sequencing _and_ the “never both at once” outcome in one setting.

A couple of finishing touches:

- Add a **scroll-depth or time-delay trigger** on the pop-up so it doesn’t jump the instant a returning (already-clicked) visitor lands.
- Use the **“Show again” frequency setting** on the pop-up (e.g. _don’t show again_ / _after a set time_) so it’s not relentless.
- Keep it to **one slide-in per page** , HubSpot flags that multiple slide-ins can conflict and silently not render.

Native priority would still be cleaner for multi-CTA setups, so definitely keep that Idea alive, but for two CTAs this targeting approach should get you exactly there today.
