This thread looks like a pretty big issue for people - so I took a crack at building a Round-Robin Workflow Action that allows you to skip assignments based on a users availability, out of office status or working hours status.
Here’s a workflow I build, the action outputs user Id so off the page I’m just using a “Edit Record” action to set the owners of contacts.
