We are looking to add an extra Brand/business unit to our HubSpot account.
It says it’s “optional to associate this domain to your new Brand. If you want to associate the brand domain, make sure that the brand domain is connected before setting up your Brand in your HubSpot account.”
However, we are only able to partially authenticate our domains due to company policy. So my question is, can we associate the new brand domain to our primary when both are only partially autheticated? And if it’s not possible, what functionality is lost?

As far as I know you can associate the new brand domain even if both domains are only partially authenticated.
Just know that the main thing you’ll miss out on is reliable email sending. Without full authentication (like DKIM, SPF, etc.), emails from that domain are more likely to land in spam or fail to send. Other branding tools should still work fine — it’s mostly email deliverability that takes the hit.

You can surely associate a partially authenticated domain with a new brand in HubSpot as long as it’s connected.
However, partial authentication may impact email deliverability factors. For example, mails dropping into the receiver’s spam or showing with the tag ‘via HubSpot’ but won’t affect brand setup or general brand functionality in HubSpot.
