Yes, you’re paying for all marketing contacts, regardless of whether they’re unsubscribed, bounced, unengaged, etc: Understand marketing contacts
You would have to make sure, via regular bulk editing or workflows, to mark those contacts as non-marketing.

From what I understand, yes you are and it’s pretty misleading in my opinion. A contact has to be marked as “marketing contact” to email, yet when they unsubscribe, Hubspot doesn’t automatically remove them from “Marketing Contact” status so you are still paying for them. And you would never know unless you ran a filter for both Marketing Contact and Unsubscribed who is in the category. It needs to be fixed because by definition they are charging you extra for marketing contacts you can’t market to.
