App Migration and Marketplace Listing Issues

I’m working on our legacy private app that uses CRM Cards.

We have tried to migrate, but HubSpot reports we can’t migrate because: UNLISTED_APP_OVER_PRIVATE_INSTALL_LIMIT

So, I’ve completed a Marketplace Listing to make the app public, which I need to do anyway.

However, the Market Listing says I can’t submit because: Your app must have at least 3 active installs to be submitted to the App Marketplace.

The app is active and has at least 20 installs.

What do I do?

Hey @Curryp,

Welcome back!

That can be a frustrating loop to be caught in! A couple of things worth checking: make sure the installs being counted are on the unlisted public version of the app rather than the private/legacy version. It could also worth reviewing the App Marketplace Listing Requirements in the meantime.

Hi @josh, @michaelma, @evaldas – do you have any suggestions for @Curryp on this?

Thank you in advance!!

Hi @Curryp
That does sound confusing, especially if your app already has 20+ active installs.

One thing I’d check is whether HubSpot is counting eligible installs rather than simply total installs. For example, test accounts, developer test accounts, or installs that don’t meet the Marketplace requirements may not count toward the minimum needed for submission.

Since you’re also seeing the UNLISTED_APP_OVER_PRIVATE_INSTALL_LIMIT message, it sounds like your app has reached the point where it needs to become public, but the Marketplace validation doesn’t recognize your existing installs.

I’d be interested to hear from the HubSpot Developer team whether there’s a delay in syncing install counts or if only certain types of installations qualify toward the three-install requirement.

Just to clarify, are those 20 installs on customer portals, or are some of them on developer test accounts or portals owned by the same organization? That detail might explain the discrepancy.

Thanks, all. The app is installed in multiple non-dev accounts. Our clients install it to create a short-cut link to our online application, passing company properties as url parameters. Really a simple app. They are active and use it daily.

Hey @Curryp,

Thanks for the response, and I appreciate you bringing it to our attention.

I’ve brought this directly to our internal team so we can investigate if there are any issues on our end!

I’ll reach back out here once I have any updates for you!

I am also experiencing this exact problem. Would really like to understand if someone from Developer Support can help us.

Hey @Kirolus, (and anyone else following this thread)

Our team is actively investigating this issue. If you can DM me your App ID, I’ll pass it directly to our internal team in hopes to get this resolved for you as quickly as possible!

Thank you!

Hey all,

Thanks for your patience here so far!

We’ve identified a blocker for migrated legacy apps that may cause you to encounter the requirement for “More active installs needed” and block you from submitting your app.

If an app is migrated to projects and still includes legacy CRM cards, the activity from those cards no longer counts toward the active install requirement.

  • All 3 installs must be real customer accounts – free, developer, testing, sandbox, or accounts you own don’t count
  • Installs must show 2xx activity in the last 30 days (4xx/5xx don’t qualify)

To audit: go to Development > Monitoring (Projects) or Development > Legacy Apps > Monitoring (Legacy), set the timeframe to 30 days, and confirm you have 3 customer accounts with 2xx activity.

Still blocked after confirming? Create a new post here in the Developer Support forum.

Hope this helps!!

OK, Sam we have not been able to migrate due to UNLISTED_APP_OVER_PRIVATE_INSTALL_LIMIT issue. For the Legacy App, API Calls are only happening at install for this app. But we have 10,000+ CRM Card interactions over the last 30 days.

Hey @Curryp,

Thanks for following up! To clarify, my previous reply was just intended to help point others facing the same issue in the right direction.

I see you’ve already shared your App ID with @jnix284. Our team is actively reviewing your specific instance, and we’ll follow up with you as soon as we have an update.

Thanks so much for your patience!
