The best way to start is to check out the HubSpot [Developer Documentation](https://developers.hubspot.com/docs/getting-started/overview). This [page](https://developers.hubspot.com/docs/guides/apps/overview) is more specific about building apps. For private apps (which allow you to access CRM data objects), you can create [webhook subscriptions](https://developers.hubspot.com/docs/guides/apps/private-apps/create-and-edit-webhook-subscriptions-in-private-apps) that you can use in external tools, such as [n8n.io](http://n8n.io), for example. If you want to build a public app, [this](https://developers.hubspot.com/docs/guides/apps/public-apps/overview) is a good starting resource.
