Target scenario:
1. User can only view, edit and delete Owned Contacts AND
2. View other contacts when he/she searches contact’s email / phone number
Rationale: I am sales manager, and want to avoid scenario of salesperson A viewing and contacting leads of other salespeople. At the same time, we serve walk-in customers and will want to get more context/history/contact owner of this customer.
E.g. Salesperson A serves this walk-in customer and this customer may be a lead for Salesperson B - we want to allow Salesperson A to see details of this lead.
