All new Contacts saved as Leads

Hi guys, I have a question from the not-so-smart group - will every Contact whose Lifecycle Stage is set to “Lead” result in the creation of a new Lead?

If so, how can this be turned off (if possible)?

The problem we have at the moment is a very large (in fact huge) number of Leads that were created based on incorrectly defined HubSpot settings. Each new Contact was added with Lifecycle Stage == Lead, and each of these Contacts was automatically converted into a Lead.
