Hi, can you add line items to proposal submitted on deal board?

Do you mean whether it’s possible to add line items to deals directly from the board page under Menu > Sales > Deals? If so, then no. You would have to open the deal and add the line items via the right sidebar of the deal record.
This is where you could also clone / create a new quote for that deal.

Yes that what i mean under the right side bar but it doesn’t allow us to
save them at that stage only from contract negotiation onward.

Are you able to edit other fields (e.g. name, amount, owner) on that deal record or are those also not editable?
If so, this is a record access and permissions issue, not a line item issue, and you would have to ask an admit to adjust deal record access permissions: Manage user permissions
