Enable a “card” that can be added to page layout sections that can support rich text to give guidance and direction for each section. This should only be editable by users who can edit layout and becomes static text to all users.
For example, we want to add guidance that informs users that Month 1 = Target start date for their deal and NOT = January.

This is possible with a custom app card.
You could make a custom version of the large property list card that allows you to add a rich text description at the top
By adding text do you mean like where you title the card? This won’t work for our scenario as we want to add directive instructions and also have a differentiation between the card section title and also the instructions above the properties.

With a custom app card we really have unlimited customization. We can put instructions above each property, above only some properties, as a subtitle on the card, etc. We could also do custom instructions based on the options they select, or based on the current deal stage.
Also, I am not looking to add any paid 3rd party tools.

custom cards are not a 3rd party tool. You develop them yourself (or with the help of a developer).
The name is UI Extension(s).
Unless you set it up as a public app - or a public project how they’re being called these days - it’s only available to your portal and the data you want to put in.
The Developer MCP ( not HubSpot MCP! ) can help you with it, if you don’t have a developer nearby.

This would be a really valuable addition to HubSpot’s record layout capabilities.
The ability to add a static guidance/instruction card directly into a section would help teams prevent misunderstandings and improve data quality without forcing users to leave the record or consult separate documentation.
For example, in our case, we could display something like:

HubSpot has continued to make record layouts more customizable, so adding a lightweight “Instructions” or “Guidance” card would be a natural next step.
+1 for this idea. I’d definitely use it across our CRM. 
I think this is cool, but there should be a simpler way that doesn’t require a dev to execute cough Salesforce cough I feel HS could add this layer which would be super beneficial throughout objects page layouts in a more user friendly way.
This is a great idea and seems like it would be a quick win / easy to implement.
