Ability to add a late payment fee to overdue invoices

Ideally, the configfuiration options to include:

1. Ability to set the length of time until a late payment fee is automatically appied to an oustanding invoice.

2. Ability to set the late payment fee as a percentage of the invoice or fixed amount
