This is currently not possible but you could request it in the HubSpot Ideas section of the community. The product team reviews these requests based on the popularity.
Until then, you could clone the quote and associate to another deal. (It would not have the same ID then, however.) As of now, this is the closest you would get to having an almost identical quote on two deals.
